Certificate application requirements for all operators
Read the official ruleThis regulation sets the basic requirements for applying for an Air Carrier or Operating Certificate under Part 119. If you're starting an airline or commercial operation that needs FAA certification, you must submit your application in whatever format the FAA specifies and include all information they request—the FAA determines what forms and details are necessary.
Importantly, you must submit your application at least 90 days before you intend to begin operations. This lead time allows the FAA to review your application, conduct inspections, verify your procedures and manuals, and ensure you meet all safety requirements before issuing a certificate.
In practice, this means you cannot simply file paperwork and start flying commercial operations immediately. The 90-day minimum is just that—a minimum. Complex operations often take much longer to certificate, so applicants typically submit applications well in advance of their planned start date to account for the certification process.
