Amending operations specifications
Read the official ruleThis regulation establishes how operations specifications (OpSpecs) can be changed for Part 119 certificate holders. Changes can be initiated either by the FAA or by the operator.
When the FAA initiates changes: The Flight Standards office must notify the operator in writing, allow at least 7 days for response, and give at least 30 days before the change takes effect—unless there's a safety emergency requiring immediate action.
When operators request changes: They must apply at least 90 days in advance for major changes (like adding new aircraft types, mergers, or changing operation types) or 15 days for routine changes. The FAA will approve, partially approve, or deny the request.
Operators can petition for reconsideration of any FAA decision within 30 days, which normally suspends the change's effectiveness unless it's an emergency. In true emergencies affecting safety, the FAA can bypass normal procedures and make changes effective immediately upon notification.
