Management personnel required for operations conducted under part 135 of this chapter
Read the official ruleThis regulation establishes the management structure required for Part 135 operators (charter and commuter airlines). Unless you're a single-pilot operation, you must have three key positions: Director of Operations, Chief Pilot, and Director of Maintenance. These individuals must be qualified through training and experience, and fully understand aviation safety standards, FARs, your operations specifications, maintenance requirements, and your company manual.
The FAA may approve fewer or different positions if you can demonstrate that your specific operation—considering the type of flying, aircraft used, and operational area—can maintain the highest safety level with an alternative structure.
You must document these positions, duties, and the assigned personnel in your operations manual, and notify your local Flight Standards office within 10 days of any personnel changes or vacancies. This ensures the FAA knows who's responsible for safety oversight in your operation.
