This regulation establishes that anyone a Part 121 airline designates as a flight attendant must complete the required training and qualification programs, regardless of whether they're legally required for that flight. This means even "extra" flight attendants beyond the minimum crew requirement must be fully trained and qualified—you can't just put an untrained employee in a flight attendant role.

The rule covers two specific situations:

  • When the airline provides more flight attendants than the minimum required by § 121.391(a)
  • When the airline assigns flight attendants on flights where none are actually required

Additionally, if a qualifying flight attendant is gaining operating experience (essentially in training status), passengers must be informed of their qualifying status. This ensures transparency about crew experience levels and prevents passengers from assuming all uniformed crew have completed their full qualification process.
