Crew and dispatcher resource management training

This regulation requires airlines operating under Part 121 to ensure all flightcrew members, flight attendants, and dispatchers complete approved Crew Resource Management (CRM) or Dispatcher Resource Management (DRM) training before they can work in those positions.

CRM/DRM training focuses on teamwork, communication, decision-making, and situational awareness—the human factors that complement technical flying skills. The training teaches crews how to work effectively together, speak up about safety concerns, manage workload, and avoid errors caused by poor communication or coordination.

The regulation allows this initial training to be completed either with the current employer or with a previous Part 121 carrier, recognizing that experienced personnel may have already received this training elsewhere. However, the training must have been approved, ensuring it meets FAA standards. This requirement reflects the industry's recognition that most accidents involve human factors rather than purely technical failures.
