This regulation introduces a subpart that covers two distinct groups of airline personnel:

Aircraft dispatchers working for airlines conducting domestic or flag (international) operations must meet specific qualifications and follow duty time limits. Dispatchers share responsibility with pilots for flight planning and operational control, so their training and work hours are regulated to ensure they can perform these safety-critical duties effectively.

Flight attendants working for airlines conducting domestic, flag, or supplemental (charter) operations must follow duty period limitations and rest requirements. These rules ensure cabin crew members are adequately rested to handle their safety responsibilities, including emergency evacuations and passenger management.
