US-FAA14 CFR 121.538

Aircraft security

Read the official rule

This regulation requires airlines operating under Part 121 (scheduled air carriers and commercial operators) to follow Transportation Security Administration (TSA) security rules found in Title 49 of the Code of Federal Regulations, Chapter XII.

In practical terms, this means Part 121 operators must comply with TSA requirements covering areas such as:

  • Passenger and baggage screening procedures
  • Security training for crew members and ground personnel
  • Aircraft access controls and security inspections
  • Cargo screening requirements
  • Security coordinator designations

Rather than duplicating all security requirements within FAA regulations, this provision incorporates TSA's comprehensive security framework by reference. Airlines must maintain compliance with both FAA operational rules and TSA security mandates. Violations of TSA security requirements can therefore also constitute violations of this FAA regulation, potentially resulting in enforcement action from either or both agencies.
