Dispatch to and from refueling or provisional airports: Domestic and flag operations

This regulation establishes that refueling or provisional airports must meet the same standards as regular airports when used in Part 121 operations. If a dispatcher plans to send an aircraft to or from one of these airports, all the normal dispatch requirements and airport standards that apply to regular airports must also be met at the refueling or provisional airport.

In practical terms, this means you cannot use a lower standard just because an airport is designated as "refueling" or "provisional." The airport must still have adequate facilities, weather reporting, navigation aids, and other requirements that Part 121 mandates for regular airports. This ensures consistent safety standards regardless of whether the airport is a regular destination or simply a refueling stop or provisional alternate. The regulation prevents operators from cutting corners by routing through airports that don't meet full Part 121 standards.
