Approval of Advanced Qualification Program

This regulation establishes how airlines obtain FAA approval for an Advanced Qualification Program (AQP), an alternative to traditional training requirements. Airlines must apply to their local Flight Standards office with detailed documentation including job task analyses, curriculum outlines, and qualification standards.

The program must use instructional systems development methodology—a structured approach analyzing actual operations, aircraft, and job functions. It must integrate both technical skills and Crew Resource Management (CRM) training across three curriculum types: indoctrination, qualification, and continuing qualification.

Critically, airlines must justify how their AQP provides equivalent safety when replacing standard requirements from other FARs (Parts 61, 63, 65, 121, or 135). Applications must include a transition plan showing how the airline will move from current training to the AQP.

The FAA can revoke approval if the airline fails to meet its approved program, requiring either corrections or a return to traditional training methods.
