Manipulation of controls
Read the official ruleThis regulation restricts who can manipulate the flight controls during Part 135 operations (commuter and on-demand flights). The pilot in command may only allow two categories of people to touch the controls:

- Pilots employed by the certificate holder who are qualified in that specific aircraft type
- FAA safety representatives who have the PIC's permission, are qualified in the aircraft, and are conducting operational checks
This means passengers, observers, or pilots from other companies cannot manipulate the controls during Part 135 flights, even if they hold appropriate pilot certificates. The rule ensures that only personnel directly connected to the operation—either company pilots or FAA inspectors—handle the controls, maintaining the higher safety standards required for commercial operations. Even another qualified pilot riding along cannot fly unless they're employed by that specific certificate holder.
