Part 135 operators must create and maintain an operations manual covering their procedures and policies, unless they use only one pilot. The FAA may waive this requirement for very small operations where a manual isn't necessary.
The manual must align with all applicable regulations and the operator's certificate. At least one copy must be kept at the principal base of operations, and appropriate portions must be provided to all flight crewmembers, maintenance personnel, ground operations staff, and FAA inspectors.
Employees who receive the manual must keep their copies current with any changes. The operator must ensure personnel can access the relevant parts of the manual whenever they're performing their duties. All manual content must be clear, in English, and easily retrievable.
This regulation ensures standardized procedures across the operation and gives both employees and the FAA a reference for how the company conducts its flights and maintenance.
