Training program and revision: Initial and final approval

This regulation establishes how Part 135 operators get their training programs approved by the FAA.

To start, the operator submits a curriculum outline and any additional information the FAA requests. If it meets requirements, the FAA grants initial approval in writing, allowing the operator to begin using the program while the FAA monitors its effectiveness. Once the operator demonstrates that trainees successfully completing the program are adequately prepared for their duties, the FAA grants final approval.

The process matters because operators cannot train crew members without an approved program. Even after final approval, the FAA can require changes if it finds deficiencies. The operator has 30 days to petition for reconsideration, which normally pauses the required changes—except in safety emergencies, when the FAA can mandate immediate compliance. This ensures training programs remain effective and current throughout the operator's certificate life.
