Crewmember certificates: International operations

This regulation describes special certificates that were historically issued to U.S. citizen flight crewmembers working for air carriers on international flights. These certificates served as travel documents to help crewmembers clear customs and immigration when entering foreign countries that are part of the International Civil Aviation Organization (ICAO). The certificates were issued under international aviation treaty standards (Annex 9 to the Chicago Convention).

The regulation uses past tense ("were issued") because these certificates are no longer being newly issued, though some may still exist. If a crewmember or their employer still holds one of these certificates, they must return it to the local FAA Flight Standards office for cancellation when the crewmember's employment with that air carrier ends.

In practice, this regulation primarily affects record-keeping and the proper disposal of these legacy documents rather than current operational requirements.
