Read the official ruleThis regulation governs how cargo and carry-on baggage must be carried on Part 135 flights. All cargo must either be placed in an approved rack/bin/compartment, secured by approved means, or meet specific conditions.
When using the third option, cargo must be tied down strongly enough to prevent shifting during normal flight operations, while carry-on bags must be restrained against turbulence movement. All items must be packaged to avoid injuring occupants, not exceed floor or seat load limits, and avoid blocking exits, aisles, or safety signs (unless alternate notification exists). Nothing can be stowed directly above seated passengers.
Seats with baggage underneath must have restraints preventing items from sliding forward during a crash. In cargo compartments requiring crew entry for firefighting, items must be arranged so a crewmember can reach all areas with a hand extinguisher.
For cargo-only flights, blocking exits is permitted if at least one unobstructed exit remains available for all occupants.
