Training agreements
Read the official ruleThis regulation allows Part 141 pilot schools to partner with Part 142 training centers to provide portions of their training programs. When such an arrangement exists, the training center's instruction counts toward the pilot school's curriculum requirements if four conditions are met: there must be a written training agreement, the training center must conduct everything under Part 142 rules, the FAA must approve a combined course outline showing which portions each facility handles, and the training center must send student records back to the pilot school for permanent filing.
Additionally, any Part 141 school providing flight training for a college or university participating in the Restricted Privileges ATP program (which allows reduced flight time requirements for certain graduates) must have a training agreement with that institution.
These provisions let pilot schools outsource specialized training—like simulator work or specific advanced courses—to facilities better equipped to provide them, while maintaining oversight and record-keeping requirements.
