Ground training facilities

This regulation sets minimum standards for ground training facilities at Part 141 pilot schools.

For traditional classroom instruction, the school must ensure each instructional space meets local building codes for heating, lighting, and ventilation. The facility must also be positioned or designed so students aren't distracted by training in adjacent rooms or by airport operations like aircraft movements and maintenance work nearby.

These requirements aim to create an environment conducive to learning complex aviation subjects—students need comfortable conditions and minimal distractions to absorb technical material effectively.

However, schools offering internet-based training courses are exempt from these physical facility requirements. Instead, they must simply maintain a permanent business location and phone number where they can be reached. This accommodation recognizes that online students learn remotely and don't use the school's physical classrooms, though the school still needs a verifiable business presence for regulatory and student contact purposes.
