Approval procedures for a training course: General

This regulation establishes how pilot schools must get FAA approval for their training courses. Schools must submit their course outlines to their local Flight Standards office at least 30 days before training begins. Applications go in duplicate, and any amendments require two copies of the changes.

For internet-based courses, additional rules apply. Schools must number all amendments by page, date, and screen (though minor typos don't need FAA approval if reported within 30 days). The FAA must have remote login access to review the entire course as students see it, bypassing normal restrictions. Schools must also implement security measures covering integrity, authentication, confidentiality, availability, and access control.

This matters because it ensures the FAA can verify that Part 141 schools meet standardized training requirements before students enroll, and it gives the agency oversight of online training programs to maintain quality and security standards.
