This regulation governs how Part 141 pilot schools with examining authority can recommend students for certificates without FAA knowledge or practical tests. The school may only do this if the student graduated from an approved course and completed all curriculum requirements.

Students transferring between Part 141 schools can receive credit for up to half the receiving school's curriculum, but only after passing the new school's proficiency test to determine appropriate credit. The receiving school must document this credit and retain the previous school's training records.

Schools must ensure their tests match FAA standards in difficulty and scope. If a test is compromised or suspected of being compromised, the school cannot use it. Schools must maintain detailed records of all temporary certificates issued for one year, including student information, test results, and graduation certificates. These records must be available to the FAA on request and surrendered if examining authority ends. Unless the school has an airman certification representative, it must submit completed applications to the FAA for permanent certificate processing.
