This regulation sets the rules for when a Part 141 pilot school can graduate students or recommend them for certificates and ratings. A school cannot issue a graduation certificate or recommend a student for FAA certification unless the student has completed all required training and passed all final tests.

Students may receive credit for previous training, but with limits:

  • From another Part 141 or Part 142 school: Up to 50% credit for flight training or ground school, after passing the receiving school's proficiency and knowledge tests
  • From other sources (like Part 61 training): Up to 25% credit for flight training or ground school, after passing the receiving school's tests

All previous training must be properly documented in the student's records, including what training was completed and results of any stage checks or end-of-course tests. This ensures Part 141 schools maintain standardized training quality while allowing some flexibility for students transferring between programs.
