Ground training

Generally, ground instructors must hold either a flight instructor certificate, ground instructor certificate, or commercial pilot certificate with lighter-than-air rating—each with the appropriate category/class for what they're teaching.
However, someone without these credentials may teach ground training if two conditions are met: the chief instructor determines they're qualified for that specific subject, and they teach under direct supervision of the chief or assistant chief instructor who must be physically present at the facility during the training.
Before any instructor teaches a ground course, they must receive a briefing from the chief instructor, assistant chief instructor, or check instructor covering the course's objectives and standards. This ensures all instructors understand what students need to learn and the performance levels expected, maintaining consistency across the training program.
