Quality of training

Schools must follow their FAA-approved training courses and meet the quality requirements in § 141.5(d), which addresses training quality, instructor qualifications, and student performance. Failure to maintain these standards can result in certificate suspension or revocation.
The FAA may require schools to allow FAA inspectors to administer any test to students—whether knowledge tests, practical tests, stage checks, or end-of-course tests. This gives the FAA direct oversight of training quality.
When the FAA administers tests to students still in training, they'll test based on the school's approved course standards. For students who've completed training, the FAA tests according to the approved areas of operation for that certificate or rating.
This regulation essentially allows the FAA to audit training quality directly by testing students, ensuring schools deliver what they promise in their approved curricula.
