Maintenance of personnel, facilities, and equipment

This regulation requires Part 141 pilot schools to maintain their approved standards throughout their operation. Before a school can provide training to any enrolled student, two conditions must be met:

First, all airports, aircraft, and facilities used for training must continue to meet the standards described in the school's approved training course outline and Part 141 requirements. You can't train students with substandard equipment or at facilities that don't meet your approved specifications.

Second, all instructors—including chief instructors, assistant chief instructors, check instructors, and regular instructors—must maintain the qualifications specified in both the approved course outline and Part 141 requirements (with limited exceptions under §141.87).

In practice, this means a Part 141 school cannot let its standards slip after initial approval. If an aircraft becomes unairworthy, a facility degrades, or an instructor's qualifications lapse, the school must stop using that resource for student training until it's brought back into compliance.
