Applicability
Read the official ruleThis regulation introduces the ground instructor certificate section of Part 61. It tells you that the following regulations (§§61.213 through 61.217) will cover three main things: how to get a ground instructor certificate and its ratings, when you actually need one to provide ground training, and what limitations apply to ground instructors.
In practical terms, this matters if you want to teach aviation ground school or provide ground training without being a flight instructor. A ground instructor certificate allows you to sign off students for knowledge test endorsements and provide ground training in specific subject areas, depending on which rating you hold (Basic, Advanced, or Instrument). You don't need a pilot certificate to become a ground instructor, making it an accessible way to teach aviation theory. This section sets the stage for understanding who can teach what, and under what conditions ground instruction can be given for compensation.
