What is the purpose of this subpart and to whom does it apply?

This regulation introduces the sport pilot certificate requirements and identifies who must follow these rules. The subpart covers six key areas: eligibility requirements, required aeronautical knowledge, flight proficiency standards, aeronautical experience minimums, necessary instructor endorsements, and what privileges sport pilots have along with their limitations.

The regulation applies to anyone seeking a sport pilot certificate and current sport pilot certificate holders. Importantly, it also affects pilots who already hold recreational pilot certificates or higher ratings (private, commercial, ATP) when they want to exercise sport pilot privileges—such as flying light-sport aircraft under sport pilot rules instead of their higher certificate's requirements.

Other parts of Part 61 still apply for logging flight time and taking required tests. This means sport pilots follow the same general recordkeeping and testing procedures as other pilot certificate holders, even though their specific training and privilege requirements differ.
