Tests: General procedure

This regulation establishes that the FAA Administrator controls when, where, and who conducts the knowledge and practical tests required for pilot certificates and ratings.

In practice, this means you can't just take a test whenever or wherever you want, or have any instructor administer it. The FAA designates specific individuals and organizations to conduct these tests:

  • Knowledge tests are administered at FAA-approved testing centers
  • Practical tests (checkrides) are conducted by FAA inspectors or Designated Pilot Examiners (DPEs)

You'll need to schedule your tests through these authorized channels and meet them at approved locations. This centralized system ensures standardization and quality control across all pilot testing nationwide. When you're ready to test, you'll coordinate with an approved testing center for written exams or find a DPE (or FAA inspector) for your checkride, working around their availability and approved testing locations.
