This regulation explains how to apply for a student pilot certificate. You must complete your application using a form the FAA accepts—typically the IACRA online system or FAA Form 8710-1.

Once completed, you can submit your application to several authorized individuals or offices:

  • An FAA Flight Standards office
  • A designated pilot examiner (DPE)
  • An airman certification representative at a pilot school
  • A flight instructor (CFI)
  • Other FAA-authorized persons

In practice, most student pilots apply through their flight instructor, who can verify their identity, review the application, and submit it electronically. This makes the process convenient since you're already working with your instructor for flight training. The regulation's flexibility in who can accept applications ensures students can obtain their certificate without unnecessary delays, allowing them to begin solo flight training once they meet the other requirements.
