Restricted areas exist to protect activities on the ground or in the air that could be hazardous to aircraft, such as military training, weapons testing, or other unusual operations.
The regulation tells you that this subpart (Part 73) will identify where these restricted areas are located and explain what limitations apply when you're flying near or through them. As a pilot, you need to check NOTAMs and sectional charts to identify restricted areas along your route. Some are active continuously, while others operate only during specific times. Flying into an active restricted area without permission is a violation and potentially dangerous. This regulation essentially serves as the table of contents for understanding how restricted airspace works and where you can and cannot fly.
