Amending program manager's management specifications

This regulation establishes how the FAA can modify a program manager's management specifications (the document authorizing fractional ownership operations under Subpart K).

The FAA may amend specifications either on its own initiative for safety reasons or upon the program manager's request. When the FAA initiates changes, it must give at least 7 days for the program manager to respond, and amendments normally become effective 30 days after notification. When program managers request changes, they must apply at least 90 days in advance for major changes (mergers, proving tests, bankruptcy resumptions) or 15 days for routine amendments.

Program managers can petition for reconsideration within 30 days, which suspends the amendment's effectiveness during review—except in emergencies. If the FAA determines an emergency exists requiring immediate action for safety, it can make amendments effective immediately upon notification, bypassing normal timelines.
