Read the official ruleThis regulation gives the FAA authority to inspect and test program managers operating under Subpart K (fractional ownership programs) at any time to verify compliance with regulations and their management specifications.
Program managers must make their management specifications available to the FAA at their principal base or an FAA-approved location, and allow inspections and tests (except en route inspections). Employees responsible for maintaining required records must also make those records available upon request.
The FAA can use these inspections to determine whether a program manager should continue holding their management specifications. Refusing to provide management specifications or required records when requested gives the FAA grounds to suspend all or part of the program manager's operating authority.
In practice, this means fractional ownership program operators must maintain ready access to their documentation and be prepared for FAA oversight visits. Cooperation with FAA inspections isn't optional—it's a condition of maintaining operating privileges.
