Program operating manual requirements

This regulation requires program managers operating under Subpart K (fractional ownership programs) to create and maintain a program operating manual containing procedures and policies for flight, ground, and maintenance operations. The manual must be kept current and accessible to all personnel who need it to perform their duties.

The program manager must keep at least one copy at their main base and provide copies to crewmembers, maintenance and ground personnel, and FAA representatives. Employees are responsible for keeping their copies up-to-date with any changes.

The manual cannot conflict with FAA regulations, foreign regulations where applicable, or the program manager's management specifications. All content must be clearly displayed and written in English.

If a program manager also holds Part 121 or 135 certification, they may use those operating manuals for Subpart K operations, provided the procedures are either consistent across operations or clearly identified when different. The FAA may grant deviations for very small operations where portions of the manual aren't necessary.
