US-FAA14 CFR 91.1035

Passenger awareness

Read the official rule

This regulation applies to "program flights" (fractional ownership and certain on-demand operations) and requires the pilot in command to ensure passengers receive a comprehensive safety briefing before each takeoff.

The briefing must cover eight topics: smoking rules, safety belts and child restraints, seat positioning, door and exit locations, survival equipment, ditching procedures (for overwater flights), oxygen use, and fire extinguisher location. Passengers needing assistance during evacuation must receive special briefing about emergency procedures, though this isn't required if they received it on a previous leg in the same aircraft.

The PIC must also inform passengers which entity is in operational control of the flight.

The briefing can be delivered by the PIC or another crewmember, and the main safety briefing may use an approved recording device. Printed safety cards showing emergency exits and equipment must supplement the oral briefing and be conveniently located for all passengers.
