Drug and alcohol misuse education program
Read the official ruleThis regulation requires program managers under Part 91 Subpart K (fractional ownership operations) to provide drug and alcohol misuse education to employees and contractors who perform flight crew, flight attendant, flight instructor, or aircraft maintenance duties.
Program managers must inform aircraft owners and prospective owners about their drug and alcohol testing program, including what substances are tested, which employee categories are tested, the types of tests conducted (pre-employment, random, post-accident, etc.), and how the program compares to the federal Part 120 requirements.
In emergencies, if maintenance is needed at a location where no trained maintenance personnel are available, untrained personnel may perform the work temporarily. However, the program manager must notify the FAA within 10 days and have trained personnel reinspect the aircraft at the next suitable airport. "Emergency maintenance" means unscheduled work required by a condition discovered after departure.
Education provided under an FAA-approved prevention program satisfies these requirements.
