This regulation establishes staffing requirements for fractional ownership programs. Program managers must ensure flight crews meet qualification standards and provide oversight of those crews.

The program manager must employ enough pilots based on several factors: the number of aircraft in the program, flight/duty/rest time limits, vacations, operational needs, and training requirements. They cannot simply staff the bare minimum—they must account for realistic operational demands.

Critically, program aircraft carrying passengers must have at least two qualified pilots unless the FAA grants specific authorization otherwise. This prevents single-pilot operations in most fractional program flights.

The regulation also requires:

  • Publishing crew schedules far enough in advance to comply with duty and rest limits
  • Ensuring qualified scheduling personnel are available whenever program aircraft might fly

These requirements ensure fractional programs maintain adequate staffing levels and don't compromise safety by overworking crews or operating short-handed.
