Flight, duty and rest time requirements: All crewmembers

It defines key terms like duty period (time from reporting to release, including non-flying duties), rest period (time completely free from work responsibilities where the program manager cannot contact you), and standby (duty time where you're ready to fly but not actually flying).
Key requirements:
- Crewmembers must receive at least 10 consecutive hours of rest in the 24 hours before completing any flight assignment
- Program managers must provide at least 13 rest periods of 24+ consecutive hours each calendar quarter
- No assignments during required rest periods
- Travel time the company requires (like deadheading to/from assignments) doesn't count as rest
Importantly, crewmembers may decline any flight assignment they determine would compromise safe operations. Flight time may be extended beyond planned limits only for unforeseen circumstances like weather, within maximum limits specified in §91.1059.
