Duty periods and rest requirements: Flight attendants

This regulation sets duty and rest limits for flight attendants working under fractional ownership programs (Part 91 subpart K).

The basic rule limits flight attendants to 14-hour duty periods followed by at least 9 hours rest. However, program managers can extend duty periods beyond 14 hours by adding extra flight attendants above the minimum required:

  • 14-16 hours: requires one additional flight attendant
  • 16-18 hours: requires two additional flight attendants
  • 18-20 hours: requires three additional flight attendants (and must include flights outside the lower 48 states/DC)

Extended duty periods (over 14 hours) require 12 hours rest afterward. Rest periods can be reduced (to 8 or 10 hours depending on duty length) if a longer compensatory rest period follows within 24 hours.

Alternatively, program managers may apply flight crewmember duty rules to flight attendants instead, but this requires written procedures and FAA approval in their management specifications.
