Initial and recurrent flight attendant crewmember testing requirements

This regulation requires program managers (operators under Part 91 subpart K) to test flight attendants initially and then at least once every 12 months to verify their knowledge and competence. The testing must cover nine specific areas related to safety and emergency procedures.

Flight attendants must demonstrate understanding of the pilot's authority, how to handle difficult passengers, their roles during emergencies like ditching or evacuation, and how to brief passengers. They must know how to locate and operate emergency equipment including fire extinguishers, oxygen systems, exits, evacuation slides, and escape ropes. They also need to understand proper use of cabin equipment and how to seat passengers who may need assistance during an emergency.

The key practical point: No flight attendant can serve unless they've passed this testing within the preceding 12 months. This ensures flight attendants maintain current knowledge of safety procedures specific to their assigned aircraft and duties.
