US-FAA14 CFR 91.1073
Training program: General
Read the official ruleThis regulation requires program managers operating under Part 91 subpart K to establish and maintain an FAA-approved training program for all crewmembers, instructors, and anyone handling hazardous materials. The program must provide adequate facilities, instructors, and current training materials for each aircraft type operated.
Key practical provisions include:
- Training timing flexibility: Recurrent training completed within one month before or after the due date counts as on-time
- Credit for previous training: Subjects already completed satisfactorily in previous positions don't need repeating (except recurrent training)
- Documentation: Instructors must certify each crewmember's proficiency in their records; electronic signatures are acceptable
- Simulator requirements: If an approved simulator exists for an aircraft type, each pilot must complete at least one annual simulator session
- Crew resource management: Program managers must establish CRM training and safe crew management practices
The regulation emphasizes both training quality and administrative flexibility while ensuring proper documentation and standardization across operations.
