Training program: Special rules
Read the official ruleThis regulation specifies who can provide training, testing, and checking services to personnel operating under Subpart K (fractional ownership programs). The program manager can conduct their own training, but if they want to outsource it, they can only use:
- Another fractional program manager operating under the same subpart
- A Part 142 training center that meets specific requirements, including having proper training specifications, facilities, approved curriculum for fractional operations, and qualified instructors
- An airline or charter operator holding a Part 119 certificate (operating under Part 121 or 135)
- Other training centers specifically authorized by the FAA
This matters because it ensures that any outside training provider meets rigorous standards appropriate for fractional operations. You can't just hire any flight school—the training must come from organizations with the proper certifications and capabilities to meet fractional program requirements.
