CAMP: Certificate requirements

Anyone directly in charge of maintenance, preventive maintenance, alterations, or required inspections under a CAMP must hold an appropriate airman certificate (such as an A&P mechanic certificate). The same applies to anyone performing required inspections. The exception is for work done at FAA-certificated repair stations located outside the United States.
A person "directly in charge" means someone responsible for overseeing a maintenance shop or station's work that affects airworthiness. This person doesn't need to constantly watch every worker but must be available to provide guidance and make decisions when workers need higher-level instruction or authority.
In practice, this ensures qualified, certificated personnel supervise and perform critical maintenance work under CAMP, maintaining safety standards while allowing reasonable flexibility in how supervision occurs day-to-day.
