Special Federal Aviation Regulation No. 77—Prohibition Against Certain Flights in the Baghdad Flight Information Region (FIR) (ORBB)

Who it affects:
- U.S. airlines and commercial operators
- Anyone exercising FAA pilot certificate privileges (unless flying a U.S.-registered aircraft for a foreign airline)
- Operators of U.S.-registered aircraft (unless they're foreign airlines)
You cannot fly below FL320 in this airspace unless you're operating under a U.S. government contract (with FAA approval) or have an FAA exemption. The FAA prioritizes approvals for U.S. government operations first, then foreign government operations with U.S. support, then other operations.
In emergencies requiring immediate action for flight safety, pilots may deviate as necessary. Most operators must file a deviation report with their local Flight Standards office within 10 days (excluding weekends and federal holidays).
This restriction remains in effect until October 26, 2027, unless the FAA modifies or extends it.
