Special Federal Aviation Regulation No. 114—Prohibition Against Certain Flights in the Damascus Flight Information Region (FIR) (OSTT)

It applies to U.S. air carriers, commercial operators, pilots exercising FAA certificate privileges, and operators of U.S.-registered aircraft—unless you're flying a U.S.-registered plane for a foreign air carrier.
You cannot fly in this airspace unless you're operating under a U.S. government contract (or subcontract) with FAA approval, or you have an FAA exemption. The FAA prioritizes approvals for U.S. government operations first, foreign government operations with U.S. support second, and other operations third.
In an actual emergency requiring immediate action for flight safety, you may deviate as necessary. If you do, you must report the deviation to your local Flight Standards office within 10 days (excluding weekends and federal holidays), unless you're a Part 119/121/125/135 operator.
This prohibition remains effective until December 30, 2028.
