Special Federal Aviation Regulation No. 119—Prohibition Against Certain Flights in the Kabul Flight Information Region (FIR) (OAKX)

This regulation prohibits most flight operations in Afghanistan's Kabul Flight Information Region (OAKX). It applies to U.S. air carriers, commercial operators, pilots exercising FAA certificates, and operators of U.S.-registered aircraft (with limited exceptions for foreign air carriers).

Permitted operations without FAA approval:

  • Overflights at or above FL320
  • Transiting overflights on jet routes P500-G500 at or above FL300

Both require approval from Afghan authorities.

Operations below FL320 require specific FAA approval or exemption, typically limited to U.S. Government contract work or government-sponsored activities.

Pilots may deviate in emergencies but must file a report with their Flight Standards Office within 10 days (excluding weekends and federal holidays), unless operating under Parts 119, 121, 125, or 135.

This restriction remains in effect until July 25, 2028, though the FAA may modify it earlier.
