Changes to aircraft inspection programs

This regulation covers what happens when the FAA determines that an approved aircraft inspection program needs changes. If you're operating under an approved inspection program (such as a continuous inspection program under §91.409(f)(4)), the FAA can require you to modify it if they find the current program inadequate.

When the FAA notifies you of required changes, you must make them. However, you have the right to challenge this decision by filing a petition with the Executive Director of Flight Standards Service within 30 days of receiving the notice.

Filing a petition temporarily halts the requirement to make changes while the FAA reconsiders—unless there's a safety emergency requiring immediate action. This gives aircraft owners and operators a formal appeals process while protecting their ability to continue operations during the review, balancing regulatory oversight with due process rights.
