Read the official ruleThis regulation restricts where Cuban-registered civil aircraft can fly in the United States. These aircraft may only operate in controlled airspace (Class A, B, C, D, or E) and must have an ATC clearance or follow ATC instructions at all times.
In practice, this means Cuban aircraft cannot fly in uncontrolled (Class G) airspace and cannot operate without being in contact with air traffic control. ATC may direct them to use specific airways or routes and require them to land at particular airports rather than allowing the pilot to choose freely.
This is a special restriction that doesn't apply to most other foreign aircraft operating in U.S. airspace. The regulation ensures all movements of Cuban-registered aircraft are monitored and controlled by ATC throughout their flight in the United States.
