Annual progress reports
Read the official ruleThis regulation requires operators subject to Stage 2 airplane phase-out rules to submit annual progress reports to the FAA within 45 days after each calendar year ends. These reports must be certified as accurate and track the operator's compliance with noise reduction requirements.
Reports must include basic operator information and detailed fleet data: each Stage 2 airplane added or removed, any Stage 2 airplanes modified to Stage 3 noise levels, all Stage 3 airplanes in operation, and any transfers of airplanes or "base level" credits between operators.
The initial report covered 1990-1991 and required operators to establish their baseline fleet. Subsequent annual reports track changes from that baseline, including any carry-forward credits used.
Once an operator achieves full compliance with the noise requirements, they only need to report if their situation changes. Operators may request that specific planning data be kept confidential. Special reporting requirements applied for certain milestone years (1994, 1996, 1998).
