Annual reporting of Hawaiian operations

This regulation requires air carriers and foreign air carriers operating certain Hawaiian routes to file annual reports with the FAA about their use of Stage 2 (noisier) aircraft. The reporting applies to flights between the contiguous U.S. and Hawaii, between Hawaii and points outside the contiguous U.S., or inter-island turnaround service in Hawaii.

Reports must be submitted within 45 days after each calendar year ends and include:

  • The carrier's contact information and responsible person
  • The number of Stage 2 airplanes used on these routes as of November 5, 1990
  • Any changes to that number during the reporting year, with dates

This tracks compliance with noise abatement requirements under federal law. Carriers subject to other specific noise regulations (§§91.865 or 91.867) include this information in their existing annual reports, while others must file separate reports. The regulation helps the FAA monitor the phase-out of noisier aircraft on Hawaiian routes.
