Part 97 establishes two main things: First, it prescribes the standard instrument approach procedures (like ILS, RNAV, VOR approaches) for civil airports in the U.S., along with the minimum weather conditions required to legally land using those procedures. Second, it prescribes obstacle departure procedures (ODPs) that help pilots safely climb out when departing certain airports under IFR, plus the weather minimums for IFR takeoffs.
In practice, this means when you're flying IFR, Part 97 is where you'll find the official approach plates and departure procedures, along with the visibility and ceiling minimums you must meet. The regulation also notes that special rules for powered-lift aircraft using helicopter procedures are found in Part 194.
