Chkalov Nomidagi Toshkent Aviatsiya Ishlab Chiqarish Birlashmasiga qarashli edi. 2007-yilda Oʻzbekiston havo yoʻllari milliy aviakompaniyasiga berildi. 2017-yilning 30-iyun kuni Oʻzbekiston prezidenti Shavkat Mirziyoyevning „Toshkent-Sharqiy“ aerodromi bazasida fuqarolik (ishchi) aviatsiyasi zamonaviy aeroport majmuasini qurish" toʻgʻrisidagi qarori eʼlon qilingan. Shu qaror asosida „Toshkent-Sharqiy“ aerodromi fuqarolik aviatsiyasi uchun moslashtiriladi, uning bazasida oliy darajadagi mehmonlarni kutib olish uchun aviatsiya majmuasi barpo etiladi.
