Limitations on operations over human beings

This regulation establishes that drone operations over people must follow one of four specific categories, each with its own requirements detailed in other sections of Part 107.

If you want to fly your drone over human beings, you must comply with the rules for Category 1, 2, 3, or 4 operations. Category 1 covers the smallest, lightest drones with minimal injury potential. Category 2 requires drones that meet certain design standards and have a label showing compliance. Category 3 involves larger drones but requires the people below to be inside a restricted access site. Category 4 covers operations with airworthiness certificates and additional safety measures.

The regulation includes two exceptions: you may fly over people who are directly participating in the operation or under a covered structure/vehicle (referenced in § 107.39), and operations under a waiver (§ 107.145).

This matters because it defines the legal framework for safely conducting drone operations near people, which is essential for commercial photography, inspections, and many other professional applications.
