Category 2 operations: Eligibility of small unmanned aircraft and other applicant requirements

This regulation sets the requirements for drones eligible for Category 2 operations (flying over people with certain restrictions).

The aircraft must meet three safety criteria: it cannot cause injuries equivalent to an 11 foot-pound impact, cannot have exposed rotating parts that could cut skin, and must be free of safety defects.

If you're declaring your drone compliant for Category 2, you must:

• Attach a permanent, prominent English label on the aircraft showing its Category 2 eligibility
• Provide operating instructions to anyone who buys, receives, or operates the drone, covering the system description, allowable modifications, and how to verify/change operational modes
• Maintain a system to notify the public and FAA if any defect makes the drone non-compliant or creates a safety hazard

These requirements ensure Category 2 drones meet consistent safety standards and that operators have the information needed to maintain compliance throughout the aircraft's service life.
